"The publication of this report comes at a time that is very challenging for people with disabilities," notes Hubertus Heil, Federal Minister of Labor and Social Affairs, in the foreword to the Participation Report. "They are affected by the Corona pandemic in many ways and need special support. That is why the German government took measures at an early stage to safeguard facilities and support structures for people with disabilities during the crisis. I cite as examples the Social Service Provider Deployment Act and the Corona Participation Fund endowed with 100 million euros."
In his foreword, the Federal Minister of Labor and Social Affairs thanks all members of the Scientific Advisory Board, but especially the Chairwoman, Prof. Wacker: "A total of ten renowned scientists under the leadership of the diversity sociologist Prof. Dr. Elisabeth Wacker (Technical University of Munich), in exchange with the implementing institute, Prognos AG and my team in the BMAS, have repeatedly struggled for a good analysis and comprehensible presentation. In my opinion, the result is something to be proud of, and those involved deserve my respect and recognition."
Every four years, the German government publishes a report on the situation of people with impairments in Germany. Under the leadership of the Federal Ministry of Labor and Social Affairs, it thus fulfills the reporting obligation enshrined in the Ninth Book of the Social Code (§ 88 SGB IX) and Article 31 of the Convention on the Rights of Persons with Disabilities (UN CRPD).
