Project Background:
Since the resolution passed by the German Bundestag in 1982, the situation of persons with disabilities as well as the evolution of their participation have to be regularly reported. This commitment was renewed with the ratification of the UN Convention on the Rights of Persons with Disabilities (UNCRPD) and supplemented in the official ministerial version (31.07.2013) with the conditions of life of persons with impairments who encounter disadvantages in their environments.
The main issue underlying the “Participation Check” (ProTec) pilot project is the question of how it might be possible – on the basis of existing as well as future data collection – to find and use those indicators that document the participation of persons with impairments who experience discrimination. This conceptual reorientation should then provide the foundation for a novel form of social reporting in the wake of the following social reports covering:
- a comprehensive social and community space analysis of the Duisburg districts,
- employment subject to social insurance contributions,
- strategic housing concepts and
- conditions of life of children and teenagers, this would be Duisburg’s fifth social report.
Hence, the theme of this report provides the opportunity to broaden the extant structure of social reporting on the basis of scientific findings as well as to field-test this new conception.
Aims of the Project:
Social reporting furnishes the current basis to regularly inform e.g. political institutions and administrations about conditions and quality of life, as well as support structures linked to disability as a diversity factor, based upon a reliable foundation. Beneficial and impedimental circumstances, the interdependencies between them for persons with impairments in various settings as well as social spheres of activity, not to mention opportunities for and limits of participation and self-determined lifestyles can thus be sustainably monitored, described and analysed. When this social reporting is carried out regularly and in a relatively timely manner (monitoring concept), it not only provides an early warning system for social planning but also a centrally relevant planning and development tool.
